Mark "Spiro" Speirs serves as the Commissioner of Public Works & Utilities. 

Mark “Spiro” Speirs, a long-time Deadwood resident, combines practical experience with formal training in Economics from South Dakota State University.

After moving to Deadwood in 1977, he ran a successful painting contracting business for over 30 years, shaping his strong commitment to historic preservation and community planning.

Spiro has served three terms on the City Commission and contributed to several civic boards, including Planning & Zoning, Historic Preservation, and the Library Board. He currently helps oversee public services as a member of the Lead-Deadwood Sanitary District Board. Known for his thoughtful leadership and collaborative approach, Speirs is dedicated to preserving Deadwood’s heritage and supporting responsible growth. He lives in the Presidential District with his dog, Atticus Finch.
